Will Koch was appointed by Governor Brown as chief deputy director of the Governor’s Office of Business and Economic Development (GO-Biz) in November 2015. Prior to his appointment to this post, he served as deputy director of the California Competes Tax Credit program at GO-Biz. To date, the California Competes Tax Credit program has awarded over $222 million in tax credits to businesses to create a projected 42,000 jobs and make over $10 billion of investments in California. As deputy director of legislative affairs at GO-Biz from 2012 to 2014, Mr. Koch had an instrumental role in the development and enactment of Governor Brown’s Economic Development Initiative. From 1998 to 2012, Mr. Koch held multiple positions at the California Franchise Tax Board, including legislative analyst, personal income tax technical advisor, and tax compliance specialist. He earned a Bachelor’s degree in accounting from California State University, Sacramento.

Sabina Yi started her career with the California State Board of Equalization (BOE) after receiving her Bachelor’s degree in accounting from California State University Northridge in 1987. Ms. Yi started her career with the BOE in 1988 and has had many years of experience helping and educating taxpayers. She has substantial experience working with various types of businesses including manufacturing companies, hospitals, pharmaceutical companies, hi-tech companies,

and car dealerships. Over the past 28 years Ms. Yi has had the ability to speak at workshops and seminars to help taxpayers be in compliance with Sales and Use tax laws. She is proud to be a public servant serving and helping California taxpayers.
